I would argue no, reason? go back to his fight with Winter, when they fought, he was using his Sword form, and when she got space between both he changed his blade to gun mode, this change makes it so the blade goes down to make way for the barrel so to shoot, you can see this again in his fight against Tyrian, now to answer your question: My answer by observation "No". Observing some differences between Qrow's and Ruby's weaponds I would argue that Ruby basically copied this part out of Qrows sword (she shoots by changing cartridges and bullets filled with dust), also I would argue his sword is just a common one; although a poor choice to compare look at Tidus from FFX his first sword is wide too, but Qrows begins wide to narrow so that when it goes to his scythe form it can extend and bend to the right angle. This is my reasoning only based by observation ^_^
Whether or not he can deploy the red blades while his weapon is in sword mode probably depends on the mechanics of his weapon. If I recall, when it transforms into scythe mode, the red blades come out after the blade has curved into a scythe. So, it depends on if he built a way to choose to have the red blades come out without turning it into a scythe.
Also, if the red blades are fire Dust blades, I hope they have him use them at some point. I'm still disappointed that Adam hasn't used the fire Dust in his sword since the Black Trailer, and Raven only used the Dust in one of her blades once, which was in the fight against Cinder. Raven vs Qrow would've been a perfect opportunity to have her use the Dust in her blades, but they just had to have that fight happen off-screen.
