I believe that Salem wanted to see Tyrian because, in Vol. 5 Episode 12, it was revealed that Cinder's left arm was replaced with the arm of a Grimm. Specifically, the arm of a Nuckelavee Grimm.
Judging by this information, and that Salem mentioned how Tyrian lost his tail when asking to bring him in, I believe that Salem plans on repairing/replacing Tyrian's tail with a Grimm tail.
A Death Stalker, to be exact.
1. Cinder's arm was replaced with a Geist arm, not a Nuckelavee arm.
Note that there's a hole in the forearm of Cinder's Grimm arm. The Geist has that, but the Nuckelavee does not. The concept art they showed in the credits shows even more clearly that it has a gap in the forearm and has five fingers. The Geist has five fingers, the Nuckelavee has two.
2. Salem said she wanted to talk to Tyrian after finding out that Qrow is alive. Tyrian had assured her that Qrow was going to die, but now she knows that Qrow isn't dead. When she told Cinder to let Tyrian know she wanted to speak with him, her smile turned to a frown. Whatever she's speaking with Tyrian about is not good for him. I'm pretty sure she wants to talk to him about Qrow.
3. Watts was assigned to give Tyrian a new tail, and Cinder told Watts "Go home and play with your machines". Watts deals with mechanical stuff, not biological. Tyrian's tail will most likely be a mechanical prosthetic like Yang's arm.
I'm sorry, but I seriously doubt this. Anything to support this is based on assumption or "omg they have the same eye color"
Actually, after Raven calls refers to him as a disgraced Atlesian Scientist, watts specifically calls himself a Doctor. He very well could have been specifying that he is a medical doctor (as the term scientist would already imply that he has a PhD, likely in engineering). Plus if Salem need him to get Tyrian a tail, he still needs some biological knowledge to ensure that the new tail, if it is mechanical, is attatched correctly.
Also "machines" is such a vague term that it could refer to any sort of technology. From robotics/robotic weaponry and prosthetics, to medical devices and genetic engineering technology.
In addition, Grimm aren't exactly biological in nature, but more of a mystic force of destruction and chaos. SInce Watts is the servant of Salem, the Mistress of all the Grimm, than a Grimm prothetic is very possible for the following reasons:
1) Grimm would be a readily available resource to Watts, considering he lives right outside a Grimm spawning ground.
2) Salem could provide all of the information for Watts to perform such a procedure, create the specific Grimm required or modify an existing Grimm, and give Watts command over the Grimm to perform to operation.
3) He's already done it (maybe). Watts, as a doctor and given the previous 2 points, could have grafted a Geist arm onto the injured Cinder (the only alternatives to this hypothesis would be that the Grimm Beatle from the glove grew a Grimm arm for Cinder or that Salem magiced Cinder an arm).
Finally, in my opinion, a Grimm tail would be a lot more interesting than another prosthetic. Anyone in Remnant can presumably have robotic prosthetics, and we've seen the capabilities of robotic prosthetics and robotics in Remnant before. However, we've barely seen any Grimm prosthetics and we have a prime opportunity to provide a character with a unique replacement for one of their body parts that no one else in Remnant could get, as opposed to robotics, which anyone can get.
Well we know Watts is at least a good programmer, so that would suggest more aptitude with conventional technology than arcane hell-beast grafts. Also, him bring called a doctor is less informative than for us than him being told to go play with his machines.
Considering that a proper report should inform Salem (that Cinder blew the mission and) that Ruby managed to trigger her powers again, despite her seemingly almost deliberate ignorance about them. Yes Emerald knocked her out before the eyes could fully warm up, but they were triggered a second time, so Salem making more of her human and Faunus agents vulnerable to, the admittedly underutilized, SEW powers with Grimm grafts.
To be honest, I think it would be kind of neat for Tyrian to get a robotic prosthetic tail that lets him change between vials of different toxins, so he chooses what kind of toxin to spray or inject from the stinger. That would interest me more than a Death Stalker tail that would do nothing but impale things. It would be a lot more versatile.
Besides, a robotic tail would have an advantage over a Grimm tail, since Aura cannot protect Grimm parts. It would also be a good idea for Salem to outfit as few of her followers as possible with Grimm parts, considering one of their enemies is a Silver-Eyed Warrior, who can put said people with Grimm parts in agonizing pain by flashing a light at them.

4. It could be also because of his family but I don't remeber Tyrian ever looking at the Arc family symbol directly on his shield, Tyrian only looked at Jaune's face.
1. I would doubt that Tyrian has some sort of Aura detecting ability. That is really pure speculation. Even so, there is nothing abut Jaune's aura and semblance that is too interesting. He has a lot of aura and a semblance that amplifys other people's aura. That's it.
2. Lol wut? First, why would Tyrian stalk a kid Jaune. Second, why would Jaune remember the scorpion man who stalked him? Surely he would have seen Tyrian at least once or his parents would have seen him. Third, why doesn't Tyrian mention Jaune by name or know who he is.
3. Maybe. His ancestry could have been indicated to Tyrian by the family emblem on the shield which could have made Tyrian interested in Jaune because of his fathr, grandfather, or great-grandfather.

Of course I have my own theory about why Jaune is the subject of Tyrian's interest, but I know no body here agrees with it, so I'll keep it out of the dscussion to avoid starting a flame war.
@Chis Heck, while Watts is at it, he could potentially offer multiple delivery systems. Normal stinger, gas, and syringe/dart launcher. There are way more things that could be done with a weaponized prosthetic than part of an under-developed hell-beast's tail.
I still think a robot tail would be rather lame. No matter how much you soup it up with toxins and lasers and armour, it is still something that any character could get. Grimm prothetics are a unique opportunity for Salem's Faction and for them alone. They are an interesting twist on Grimm and the magic related to them. Heck, forget not knowing the capibilities of Grimm prosthetics in general, we don't know the capabilities of a Deathstalker. It could be venomous (and imagine how awesome Grimm venom would be) or have many other features, or those features could be added by Salem or Watts to make Tyrian's tail unique and more versitile than the Grimm it came from (like how Geists haven't shown the ability to have Stretch Armstrong arms or the ability to siphon power, but Cinder's Geist-like arm can).
Now, the one problem that you brought up that is incredibly detrimental to this idea is the fact taht Silver Eyes harm the Grimm so why would Salem Grimmify her henchman? Ultimately I can't really refute this point. It is a very logical argument. However, I will bring up 2 points in response to this to take into account.
1) Cinder already has a Grimm arm and no matter how you look at it, Salem is partially responsible for its creation. Why would Salem willingly send out her one Henchman (or henchwoman I guess) that is weak to Silver Eyes to go complete a mission where she'd likely come into contact with SIlver Eyes?
2) Merry don't have the best sense of logic in the world. Looking at the idiocy, plot holes, and retcons in the story so far, it is clear that Merry doesn't really follow the logic of their story when creating various details of the future story. I doubt they'd think of the logistics of Tyrian's tail, whther robotic or Grimm, and in fact they already haven't (as in how do you have an invertebrate tail attached to a vertebrate?)
I'm not sure that literally anyone could have a robotic scorpion tail. So far, we've only seen people have robotic prosthetics of body parts that they used to have and lost. It's entirely possible that the technology requires that the prosthetic replace a body part the person once had, due to the placement of the nerves that used to extend into that missing part.
We do know that the technology has its limitations, considering we've been told that the metal strip on Ironwood's forehead is actually a control device that he uses to control his robotic half. Unlike Yang and Mercury, he cannot command the entire prosthetic through nerves alone. He needs a device attached to his skull, receiving signals directly from his brain and broadcasting those signals to his prosthetic.
So, it may not be as simple as "Build anything you want and slap it on your body."
