The thing is that Emerald wouldn't do that. Mercury? Sure. He's a ruthless assassin. Emerald, on the other hand, is a thief. I seriously doubt she would be able to kill someone, let alone someone as close to her as Mercury.
I didn't say it was in character, but that seems like it would be her best chance, if choking works.

Emerald might not be a sadist like Mercury, and might have felt sad about the Fall of Beacon, but that doesn't mean that she is against killing in general.
We didn't see who killed Tukson, Emerald could have been the one to strike the killing blow. And she certainly didn't feel any remorse after his death.
She made Pyrrha tear Penny apart. She might have known that she was a robot but come on.
And she attacked Amber in a battle which Amber was clearly not meant to survive, and when the time came, she held her down and put her foot in her back to make her face Cinder as she stole her powers, something that most likely would have ended in Amber's death.
Oh. Then yea. Hmm, I wonder how long those chains are. They appear to be pretty long considering the time she grappled Coco. So, like, she could make a net with her chains and cover a large area to catch Mercury and disable his speed.
She could disable his legs. Like a precise slash to a wire or something. That would be one of her best chances in the fight (while still staying in character. She technically wouldn't hurt him) Though actually hitting a vital point on his legs is a different matter...

Okay, yea, you've got a point. But I still think that Emerald probably wouldn't be able to take a person's life with her own hands.
I mean... okay... same scenario, characters flipped:
-Mercury about to deliver the killing blow to Emerald: "Orders are orders. Nothing personal."
-Emerald about to deliver the killing blow to Mercury: she hesitates. And Mercury uses that pause to get the upper hand.
I was just talking with my mom about this scenario, and she made a point that Mercury is not without ego and emotional baggage. Also, Em hasn't ever been shown to be a good firend to Merc.
Emerald's hallucinations, while fallible, can still distrat, and if she were to make a hallucination of Merc's dad, she might be able to throw him off.
Wow, that's a really good idea. (tell your mom that a random person on the internet likes her thinking xD)
And on the other hand Mercury is also smart and would also know how to play with a person: "You really think your dear Cinder keeps you around for anything other than your semblance?"
Using a hallucination of Marcus hitting a young Mercury might be even better from messing with him (your mum struck gold with that idea)
Mercury and Emerald have always seemed to me as Vitriolic Best Buds, to be honest. If one was ever ordered to kill the othe, I think either of them would at least hesitate.

@Jaden: While I can see someone trying to prove Emerald that she is not the only one who can mess with heads by telling her that, I never thought of Mercury as the kind of guy who plays mind games.
You know, I think we've finally hit the point where we've speculated on every topic possible to the point of exhaustion and need to take a break from it for awhile.
