The Evacuation Central Location was a dimension created by Ambrosius to evacuate the citizens of Atlas and Mantle to Vacuo. It was also a gateway to the Ever After, an alternate realm, via the void below the central location. In "The Final Word", it ceased to exist after Cinder Fall used the Relic of Creation to create endless flames on Atlas.
The spirit in the Relic of Creation, Ambrosius, is capable of creating anything as long as he gets a detailed description of it.
Team RWBY showed him blueprints of the Snow Shoe Shipping shipment system as a base for the evacuation system. The pocket dimension is similar to the Vaults as it doesn't have a true physical location.
The location consisted of long spiraling pathways across an empty void. The void surrounding it was a deep shade of blue, with each of the bridges being a yellow color. Many of the bridges converged to different circular shaped platforms, each being a deeper shade of yellow.
Many portals connected to locations in Atlas were scattered throughout the location, being oval shaped with a yellow border and light blue insides. These portals were located on the smaller sized circular platforms. The single portal connected to Vacuo was much taller than the Atlas portals and was located on a large platform connected to many bridges near the back of the location.
Due to Weiss's statement that the evacuation would be a "one-way ticket from Atlas to Vacuo", Ambrosius took this literally and made the single portal to Vacuo one way. While it was possible to travel through the other portals to different locations in Atlas and Mantle, anyone who attempted to travel from the portal to Vacuo back to the central hub was blocked and unable to pass through.
They used Penny, the Winter Maiden, to unlock the Atlas Vault and access the Relic of Creation to summon Ambrosius. After asking him to save Penny, Team RWBY then explain that they would like him to create portals throughout Atlas and Mantle that will all lead into a pocket dimension similar to the Vault. From there, everyone will be able to travel to a singular portal that opens into Vacuo. With the logistics explained and maps presented to him, Ambrosius makes it so, and just before they enter the portal near them, he warns, “Do not fall”.
As the evacuations take place, Cinder Fall and Neopolitan attack Team RWBY, Penny, and Jaune Arc. During the fight, Team RWBY and Neo are knocked into the void, and Penny is mortally wounded by the latter. Although Jaune tries to heal her, he is eventually forced to kill her so her powers wouldn't go to Cinder. Winter Schnee, having inherited the powers, attacks Cinder but is forced to retreat, allowing her to leave with both Relics in hand. Cinder dispels the location, removing it to create more flames on Atlas. During this, Jaune also falls into the void as the Evacuation Location is destroyed.
It was later revealed that when Crescent Rose fell into the void, it was sent to a mysterious shore with a giant tree overlooking it. This realm is called the "Ever After" and is entirely separate from Remnant. Team RWBY, Jaune and Neo end up in the Ever After where Jaune eventually recovers Cresent Rose for his friend.
The design of the central location could be an allusion to the yellow brick road in The Wizard of Oz.
The design of the walkways was initially pictured looking similar to Rainbow Road from the Mario Kart series and the Bifrost from Norse Mythology.[1]

Initially Fiona'sSemblance was going to give Ruby's Group the idea of the walkways, but since she wouldn't be with them later in the Volume it has to be changed to them getting the idea from Whitley based on the Dust tubes connecting Atlas and Mantle.[2]
An early concept art mistakenly referred to the central location as the "Ever After", which would later be revealed to be a separate place.
